Summary:
When you run a non-Windows application from Microsoft Windows version
3.00 in 386 enhanced mode, you may get the following error message:
Insufficient File Handles, Increase Files in Config.sys
Increasing the number of files in the CONFIG.SYS file will not solve
this problem. The number of files in the CONFIG.SYS file refers to
global file handles. Global file handles apply to each application
running under DOS. The error message refers to private file handles
specific to each virtual machine run under Windows.
The solution is to use a text editor to insert a line in the
SYSTEM.INI file under the [386enh] section that reads
PerVMFILES=<number>. This line specifies the number of private file
handles that will be set for each virtual machine under Windows. The
default is 10. Increase that number until the application runs without
displaying an error message.
For example, to increase the number of private file handles to 20,
Edit the PerVMFiles line to read PerVMFILES=20.
You should have at least 20 files in the CONFIG.SYS file. The number
of PerVMFILES plus the number of files in the CONFIG.SYS file cannot
exceed 255.
